A criminal case and 0.4 milligrams: two ways governments measure cannabis

According to the press service of Russia's Interior Ministry in the Oryol region, a check on whether a 38-year-old villager was involved in a theft led to a search in which police seized 279 cannabis plants and about one kilogram of marijuana. Cases were opened under Part 2 of Article 228 and Part 1 of Article 231 of the Russian Criminal Code; this is the investigators' version, not a conviction. In Illinois, from 12 November, a package containing more than 0.4 milligrams of total THC will no longer count as hemp and may be sold only through the regulated cannabis market: the argument is strict there too, but the state uses a different ruler.
