Idaho decides: voters may vote, but lawmakers will decide

On 3 November, Idaho voters will decide the fate of HJR 4. If adopted, only the state legislature could legalise the growing, sale, prescription, possession or use of marijuana and other psychoactive substances. The amendment itself legalises nothing; it removes the subject from the citizen-initiative process and hands it to lawmakers. NORML is campaigning against it and calls it an attack on voting rights; the official ballot pamphlet states the mechanism more dryly, but the result is the same: voters are being asked to vote away their future vote on this issue.
