Houston votes on whether police should put marijuana last

Early voting has begun in Houston on Proposition A, a charter amendment that would make Class A and B misdemeanour marijuana possession the city police department’s lowest enforcement priority and prohibit no-knock warrants. The main vote is scheduled for 3 November; the measure concerns the work of city personnel and does not legalise cannabis in Texas. The ballot is short, but its legal tail is thoroughly Texan.
