Missouri finds 93 percent of legal spending but not every owner

A state-commissioned study estimates that licensed stores capture about 93% of reported cannabis spending, while annual sales grew from $1.30 billion in 2023 to $1.51 billion in 2025. Researchers could not assess business concentration by ultimate owner because the available data described individual licences rather than corporate groups. The market counted purchases confidently and left a blank where the question of who owns the tills begins.
