New York has more licences than open doors

New York’s cannabis market has two different counters: 1,039 retail licences and 744 operating shops. The governor’s office gives those figures in its 27 October announcement; cumulative legal sales since December 2022 exceeded $4.1 billion, including $1.41 billion in the first three quarters of 2026. Total turnover looks impressive, but dividing it by the number of shop signs does not reveal each owner’s profit. The summary also does not explain why some licences have yet to translate into open shops.
