Quebec returns to an old number, with a methodological footnote
In Quebec, 14% of residents aged 15 and over reported cannabis use in the preceding 12 months, roughly the pre-legalisation level in 2018, compared with 17% in 2025. Published on 28 October, the survey of 17,369 people shows different directions: use was lower than in 2018 among those aged 15–34 and higher among people aged 35 and over. The year-on-year comparison requires caution because some collection conditions changed, including the wording of the survey invitation. The overall figure has returned to familiar ground while age groups have moved apart; the survey cannot establish the causal effect of legalisation.
