Canada legalised cannabis. Winkler is keeping the shop door shut

In Winkler, Manitoba, residents can live in a country with legal cannabis and a city without licensed cannabis shops. Those shops face a distinctly local barrier: on 28 October, voters chose to retain the municipal retail ban – 2,954 voted against allowing stores and 686 in favour. The question concerned shops within the city, not reversing federal legalisation.
