Canada turns violations into a table ranging from one thousand to one million

Health Canada explained its administrative monetary penalty system to the licensed market: the amount depends on previous violations, health risk, attempts to repair the harm and financial benefit. The range starts at C$1,000 and reaches C$1 million for a single violation; this is an administrative process, not a criminal case. The agency even notes that a final score of 15 is mathematically impossible — order must prevail, including over the impossible.
